The purpose and intent of the ERP is to ensure the health, safety, and general welfare
of citizens, and to protect and enhance the water quality entering the MS4 in a manner
pursuant to and consistent with the MS4 permits, applicable state laws, and the
Federal Clean Water Act. This can, in part, be achieved through effective, clear, and
defendable enforcement processes that are documented in referenced SOPs.
