Annual Stormwater Fee

Stormwater Is Common To Everyone... A Part Of The Water Cycle 

Stormwater runoff does not follow property or subdivision boundaries.  Storm drain systems in areas outside of your neighborhood, the places where you shop, work, recreate or travel, help keep you safe. Your quality of life, the value of your property and the health of the environment are related to how well storm drain systems are maintained. Without timely and adequate maintenance of the system and consistent upgrading and construction of new facilities, streets can become flooded and impassable after heavy rainfall.

As an intergovernmental agency, SEMSWA provides economy of scale, greater efficiency, and better levels of service.

Over time, the stormwater fees collected by SEMSWA are used equitably across the SEMSWA service area.

The scope of stormwater management services provided by SEMSWA to property owners affects the fee level. SEMSWA sets fee rates to responsibily manage stormwater and meet federal regulatory requirements and unfunded mandates.

Stormwater Fees are used to fund:

  • Design, construction and maintenance of stormwater facilities.
  • Insure compliance with federal environmental regulations.
  • Insure compliance with regulations regarding new development.
  • Educate the public about stormwater issues.
Fees Are Determined By The Amount Of Impervious Surface On Your Property 

SEMSWA calculates Impervious Areas and Annual Stormater Fees for ALL properties by:

  1. Aerial photography based impervious surface (building and hard surfaces) mapping
  2. Rate calculation using impervious surface square footage and current property boundaries
  3. Property types are sorted into taxable and non-taxable
  4. Fees are certified to Arapahoe County (for taxable properties), and SEMSWA invoices are sent (for tax-exempt properties).

  • Single Family Residential properties are assigned to a fee tier and flat rate
  • Non-Single Family Residential property rates are dictated by percent impervious, calculated as:  Rate x Impervious Area = Fee
